Open Items & Decisions
▸
Interior fire mains — joist load review (RFI #4) High
Scherrer RFI #4 (Joist Designations Accounting for Load at FP System). RA Smith (Doug Reed, structural, 7/2): the joist/girder design carries a typical sprinkler load — general layouts, smaller pipe. “If you have 8″ mains or larger, we’ll need to review those conditions directly.”
ZPG 7/6: the building does have interior fire mains — the routing and pipe sizes need to be coordinated so the joists are confirmed for the actual load. Note: express bulk mains are typically routed along the exterior wall, not mid-span.Next: ZA Studios + RA Smith + Ahern review the interior main layout against the joist design; confirm capacity and flag any added load/cost before joist fabrication.

CSM and Easements High
What happened: The Certified Survey Map is recorded — CSM No. 3679, Lot 6 (confirmed by the Village 6/25 Address Alert issued off the new CSM). The storm-sewer easement (Baxter Ct), north stormwater easement, and sanitary easement are drafted and signed on the ownership side (TRI), but they must be approved by the Caledonia Utility District board before they can be recorded.
Board statusThe Utility District Commission's next meeting is Wednesday, July 8, 2026, 6:00 PM (5043 Chester Ln). No Zilber/TI Caledonia easement action appears in any posted utility district agenda or minutes to date — the approval has not yet happened.
Who owns what — ZPG: get the easements onto the board agenda and through approval · Village Utility District: approve · then recording with the Racine County Register of Deeds
Steps to conclusion
1. Confirm the easements are on the Utility District agenda (next meeting 7/8)
2. Board approval
3. Record the easements with the Register of Deeds
4. Recorded copies filed — then state the conclusion and close this item

WE Energies — gas & electric service applications High
What happened: Lucas Bourassa (Scherrer) circulated the WE permit application for Zilber info 6/11. Eddie Wehrman (NEXT Electric, 7/2) provided the electrical info for the main building service and a separate fire-pump service — WE Energies requires the fire pump on its own application. Lucas submitted the Gas & Electric Service Application and the Fire Pump Electric Service Application to WE Energies 7/6 10:01 AM (with the approved 6/18 plan-review set). WE Energies confirmed receipt 7/6 12:46 PM — WR# 5243966, 5243977, 5244021 (4324 Carol Road); a WE representative will be assigned.
Watch item — permanent power vs. precast timingSkip Hegemann (Scherrer, 7/6): permanent power may land tight against the precast date; temp-heat proposal (VAP 80-40 vaporizer, Scherrer TH 6-30-26) under review to confirm temp power can carry temp heat. Gas timing expected OK.
Who owns what — Scherrer (Lucas): applicant & point of contact with WE · NEXT Electric (Eddie): electrical service info · WE Energies: rep assignment, design & install · ZPG: monitor, service agreements
Steps to conclusion
1. WE rep assigned — chase if nothing within a week of 7/6
2. WE design, service agreements & any utility costs
3. Align install schedule with precast date; decide temp power/temp heat if permanent power slips
4. Gas & electric installed and energized — then state the conclusion and close this item

Site-protection plan decision High
What happened: Reesman's (Tyler Jensen) submitted site-protection options, exhibits, and a cost comparison 6/26. ZPG / Scherrer / Reesman's met and decided the package. Guiding decision: spend ~$120k (about half the Portland-stabilization cost) in the smartest way possible to protect the site.
Accepted (per Site Options review)• Leave storm inlets at binder, readjust to surface 2027 — 15 MH/CB $12,000 + 6 curb inlets $4,980
• 6″ drain tile back of curb, N & E sides — 1,350 LF · $20,925
• Building-pad drain tile, 10 leads w/ 8″ main — 3,600 LF · $65,700 (8-lead option declined)
Accepted subtotal ~$103,600 against the ~$120k guidance.
Open — turnaround areas (NW & SW, construction traffic in/out of building)
Reesman's to review with Stark whether the remaining money is better spent on thicker pavement or thicker stone in the turnaround areas shown on the Extra Stone exhibit (~15,965 SF). Reference costs: ½′ extra stone $14,586; binder replacement spring '27 budget ~$35,478. Portland stabilization of the full pad ($240,955) was not taken.
Who owns what (allowances) — Reesman's: pad maintenance, construction entrance · ZPG: dewatering, undercuts, winter conditions, site protection
Site stewardship (ongoing) — grade to drain, utility trenches as French drains, essential traffic only on the pad, rut repairs, traffic management
Steps to conclusion
1. Reesman's + Stark recommend thicker pavement vs thicker stone for the turnarounds — within the ~$120k total guidance
2. ZPG confirms; issue direction / change order to Reesman's
3. Sequence the work into the P6 schedule — then state the conclusion and close this item
